The U.S. Senate on Tuesday passed the GENIUS Act, a landmark bill to regulate stablecoins, in a 68-30 bipartisan vote that could redefine how digital dollars are governed in the United States.

Coinbase has asked the Securities and Exchange Commission (SEC) for permission to offer tokenized equities, digital versions of publicly traded stocks that could trade around the clock.

Senate Passes GENIUS Act

 

The U.S. Senate on Tuesday passed the GENIUS Act, a landmark bill to regulate stablecoins, in a 68-30 bipartisan vote that could redefine how digital dollars are governed in the United States.

The bill, short for the Guiding and Establishing National Innovation for U.S. Stablecoins Act of 2025, lays out new federal standards for companies issuing stablecoins, which are cryptocurrencies pegged to the dollar. 

If passed by the House, the bill would create the first national framework for how these issuers are supervised, how their reserves are handled and what anti-money laundering rules they must follow.

The GENIUS Act now moves to the House of Representatives, where lawmakers may vote on it directly or make changes that would require Senate reapproval.

JPMorgan Pilots Permissioned USD Deposit Token on Coinbase’s Base Blockchain

 

JPMorgan is testing a new way for its institutional clients to move money on-chain around the clock. The Wall Street giant has launched a pilot for JPMD, a permissioned USD deposit token now live on Coinbase’s Base.

This marks the first time JPMorgan’s Kinexys distributed ledger studio, originally developed for internal uses, has been deployed on a public blockchain.

Unlike traditional stablecoins, JPMD is designed for permissioned use, allowing only approved institutional clients to transfer tokenized U.S. dollar deposits. 

Earlier this week, JPMorgan also filed a trademark application for the JPMD platform, signaling broader plans to expand into crypto services like trading, transfers and asset issuance.

Coinbase Seeks SEC Nod to Launch Tokenized Stock Trading

 

Coinbase has asked the Securities and Exchange Commission (SEC) for permission to offer tokenized equities, digital versions of publicly traded stocks that could trade around the clock.

Coinbase’s legal chief, Paul Grewal, said the company is exploring ways to legally offer these assets, including seeking a no-action letter or an exemption from enforcement. 

Either path would allow the firm to launch the product without fear of immediate SEC pushback. Tokenized stocks could cut out middlemen like clearinghouses, lower transaction costs and open markets to 24/7 trading.

That would put Coinbase in competition with retail brokerages like Robinhood and Charles Schwab, as well as crypto exchanges such as Kraken, which is also moving to test tokenized equities outside the U.S.

Coinbase already holds a broker-dealer license via a dormant affiliate, meaning it could legally operate in securities markets if the green light comes from the SEC.
