Ireland Fines Coinbase $24.6M for Failing to Monitor $203B in Transactions

The Central Bank of Ireland has fined Coinbase Europe €21.4 million ($24.6 million) for failing to properly monitor billions in crypto transactions for signs of financial crime.

From 2021 to 2022, Coinbase’s systems missed screening over €176 billion ($203 billion) in transactions, roughly 31% of its total volume, due to coding errors in its monitoring software.

The lapses led to over 2,700 late Suspicious Transaction Reports, covering suspected drug trafficking, cyberattacks and fraud, among other crimes.

Coinbase said five monitoring scenarios failed due to bugs that, for example, missed wallet addresses with special characters. The firm said other compliance tools remained active.

The company has admitted the violations and accepted a 30% discount under Ireland’s settlement process. Coinbase now operates from Luxembourg under the EU’s new crypto rules.

Ripple, Mastercard Test Stablecoin Credit Card Settlements on XRP Ledger

Ripple has launched a pilot with Mastercard, WebBank and Gemini to test settling credit card transactions using its RLUSD stablecoin on the XRP Ledger.

Revealed at Ripple’s Swell 2025 event, the pilot could replace slower traditional bank rails with near-instant blockchain-based settlement. RLUSD, backed 1:1 by U.S. dollars and regulated in New York, recently topped $1 billion in circulation.

WebBank, which issues the Gemini Credit Card, will test settling Mastercard payments using RLUSD. If adopted, this would be one of the first times a regulated U.S. bank uses a public blockchain for fiat settlement.

Ripple says the goal is to make back-end payments faster and more efficient without changing the consumer experience. The project is awaiting regulatory approval and will begin onboarding soon.
